The guidelines also insisted that operators of social networking websites should delete the information that their users had put on the website when users discontinued their membership (Refer Exhibit I for Highlights of the Guidelines Issued by Article 29 Data Protection Working Party).

Analysts opined that Facebook.com (Facebook), the social networking website, operated by the US based Facebook Inc., would be most affected when new privacy regulations were set up in Europe. Facebook was the fastest growing social networking website in Europe. In April 2009, comScore Inc.6 announced that between February 2008 and February 2009, Facebook grew by 314 percent in Europe.

The time spent on Facebook of the total time spent on the Internet in Europe increased from 1.1 percent in February 2008 to 4.1 percent in February 2009. The time spent on Facebook out of the total time spent on other social networking websites grew from 12.3 percent to 30.4 percent during the same time period (Refer Exhibit II on Facebook's European Growth and Visitors by Country)...
